History The Penny Regime
The Penny Regime began as a concept band from Baltimore, MD USA formed by Carl Momberger during the early 90's while in college at Towson State. They are often credited with the creation of a genre known as Conspiracy Rock and Roll. Their songs infused humor, lewd antics, current events, conspiracy theory and high energy live shows. Their sounds has been described as The Talking Heads thumb wrestling The Dead Kennedys.
TPR went through various member changes over the years. The first of two albums (that are available commercially, the first is a rare collectors item never sold in stores) Mint, featured Carl on vocals, Cris Cowan on guitar, John Hornsby on Bass and David Grollman on drums.
Their sophomore release Mystery Plan X featured a new guitarist Carlos Guellen. The sound of this album is noticeably more refined though still slightly off kilter in style and content. Cris Cowan went on to join the New Wave style band Two if By Sea.
The band dissolved in 2004 when Momberger moved to Arizona and formed the novelty duo The Meat Department. Guellen continued to play in his other band So I Had To and also The Expandind Man. Grollman moved to NY and continues to play with Rob Price in an experimental free band. John Hornsby went on to play with David Cipriani for a year, formed the funk soul band Bird Bath which existed only briefly and now continues to play more mellow solo material and plays bass in the instrumental improv group Deep Tree Mantra.
